Re-elect Casey

Experience Starts Here

Casey was born in Newport and has spent much of his life connected to Lincoln County and its communities.

Before becoming a commissioner, he spent 14 years helping residents understand county government as the Board’s Public Information Officer. Since taking office in 2023, he has worked on housing, public safety, emergency preparedness, parks, behavioral health, county services and making government more accessible to the people it serves.

Casey believes good government starts with listening, understanding the facts and making decisions openly.

A Record of Getting Things Done

1. Modernizing Public Access to County Government

Helped lead the transition to a redesigned County website and CivicClerk/CivicPlus meeting tools, creating a stronger foundation for searchable agendas, packets, livestream access and public records.

2. A New Lincoln County Animal Shelter

Helped move a long-discussed shelter from design and site planning into a purpose-built County facility in Waldport.

3. A Dedicated Funding Source for County Parks

Moved the ordinance and referral that put Measure 21-220 before voters, who approved a visitor-funded 2% lodging-tax increase dedicated to County parks.

4. Housing Partnerships: Helping Viable Projects Move

Supported County funding and Board actions that helped partner-led housing projects move forward, including a completed 12-home wildfire-recovery project in Lincoln City and additional housing efforts in Toledo.

5. Building a Countywide Homelessness Response System

Helped carry forward a countywide five-year homelessness strategy built with cities, the Confederated Tribes of Siletz Indians, housing providers and service partners.

6. Winter Shelter and Housing Navigation

Joined the Board in launching and funding winter shelter and resource-navigation services that provided immediate safety and pathways toward housing.

7. Behavioral Health Deflection: Treatment Instead of a Revolving Door

Participated actively in building Lincoln County’s collaborative deflection program connecting eligible low-level drug-possession cases with treatment and recovery services.

8. Broadband: Building the Foundation

Supported broadband planning, partnerships, engineering and grant-readiness work designed to position Lincoln County communities for major outside investment.

9. Building a More Prepared Lincoln County

Supported emergency planning, exercises, local preparedness grants, communications investments and the updated 2026 Emergency Operations Plan.

10. Supporting Community Ideas with County Investment

Supported more than $1.2 million in documented community/economic-development and nonprofit social-service investment, with emergency-preparedness grants in addition.

4. Public Money People Can Follow

Make Lincoln County’s major financial decisions easier to trace from original authorization through actual spending and results.

5. Government People Can See and Have a Voice In

Build a governing process where the people affected by County decisions and the people who understand the work have a meaningful opportunity to contribute before major decisions are made.

6. A County Where People Can Build a Life

Use the tools Lincoln County actually has – services, policy, partnerships, advocacy and convening power – to help people build and sustain a life here.

7. Protect the Working Coast and Strengthen Our Coastal Economy

Build economic policy around the economy Lincoln County actually has – and protect the assets that make it possible.

8. Infrastructure, Transportation and Connectivity

Make sure Lincoln County has the physical infrastructure people, communities and businesses need – and plan for it before systems become barriers or emergencies.

9. A Prepared and Resilient Lincoln County

Treat emergency readiness as year-round work – strengthening the people, plans, equipment, infrastructure, communications and partnerships Lincoln County will depend on when something goes wrong.
